Stuck in "Panic diags file unavailable, panic occurred prior to initialization"

I followed every step on Dortania to create a OpenCore bootable drive. An error message appeared (please see attachment).

One more thing, I actually am using Mojave with Clover, when I boot the installation with my OC usb, clover bootloader still appear, is it normal?
