Vanilla OC Won't Even Boot - Gigabyte Z390 + i7-9700K + Sapphire Nitro+ 590

I followed the Dortania vanilla guide with both the pre-built (EFI) and custom ACPI (EFI) files. Unfortunately, neither will boot at all. I've tried with both the DEBUG and RELEASE versions of Open Core 0.5.9. I've tried with two different USB drives, but both just think and then boot into Windows (I always disable Windows Booter in my BIOS and then choose the UEFI: <USB name>). Here are the details of my build:

MoBo: Gigabyte Z390 M Gaming (updated to F9g so I can use my 32 Gb sticks of RAM)
CPU: i7-9700K
GPU: Sapphire Nitro+ RX 590 (or possibly it's a spoofed 580/570...there was some weirdness from the seller on eBay, but it's, as far as I can tell, a legit Sapphire card)
RAM: Corsair Vengeance LPX (2x 16 Gb, 2x 32 Gb)

Relevant BIO Settings:

  • VT-d: enabled (DisableIoMapper = True, also subsequently added dart = 0 to boot args)
  • Security option: System -> Setup
  • Fast boot -> Disabled
  • CSM -> Disabled
  • Windows 8/10: tried both Windows 8/10 and Other OS
  • Secure Boot Enable --> Disabled
  • Above 4G decoding --> Enabled
  • XHCI Hand-off --> Enabled
  • Intel PTT = Disabled
  • SGX --> Disabled
  • Trusted Computing/Security Device Support = Enabled (should I disabled? seemed for 2FA or something)
  • SATA Mode Selection = AHCI

BIOS Settings I couldn't find

  • DVMT Pre-Allocated
  • VT-x
  • Execute Disable Bit

Also, I wasn't sure if the BOOT and OC directories should be wrapped in an EFI directory or not (since the drive is EFI, I wasn't sure if what the guide meant by placing things in EFI/OC/<dir> since Clover wraps everything in an EFI folder).

It may or may not be relevant, but I've gotten to *almost* the end of the process with TonyMac's Clover bootloader. Everything freezes at the 2 minutes left part of the install. I've also had slightly more success with a vanilla Clover install in that it will boot but there are multiple errors throughout the text that comes up. If you all think that's a better option to troubleshoot, I can find the EFIs for those and the videos I took of the boot process.
