is installing from usb 2.0 vs 3.0 bootstick still a legitimate issue

I just lost a bunch of time trying to get a known to be good clover bootloader to work on a sandisk dual drive usb 3.0 boot stick where it would go so far and then display what looked like a splat on the screen with a circle and a line through it in the middle of the display. It worked if if in the boot menu i selected booting the existing macOS install that resided on my ssd versus the macOS installer that resided on the boot stick.

So I took the exact same EFI and put in on my old sandisk cruzer facet usb 2.0 boot stick and it immediately was Success ful at booting the macOS installer that resided on the bootstick. I circled back and tried the usb 3.0 bootstick in backports vs front facing ports [ lenovo thinkcentre m900 skylake i7-6700 igpu-hd520 wlan-intel8260 ] and got the same result with them all.

Is installing from usb 2.0 vs 3.0 bootstick still a legitimate issue that can arise as discussed in this old 2016 post [ https://www.Tonymacx86/threads/installing-osx-from-usb-2-0-vs-3-0-why-is-usb-2-recommended.199535/ ] and if so is there any rhyme or reason to when it does work and when it doesn't in the case of intel based motherboards?
