This randomly happens to programs and my background of my computer. HELP!

https://i.imgur.com/JqpRoZi.jpg This only occurs on the background when booting, and when I drag certain windows over to my second monitor which is a LG 25UM57-P.

EDIT: due to the compression on imgur, you can’t really tell what’s happening, it’s basically the whole background turned into multi coloured noise that randomly appears and gives you a seizure
