RX480 4GB not booting into Sequoia, but 8800 GT boots no problem. 4,1-5,1 2009 Mac Pro

I recently upgraded my Mac Pro from Ventura to Sequoia in the most recent update of OCLP. My RX480 4GB worked with no issues in Ventura, but to access the boot screens I had to have the 8800 GT in place. The upgrade went smoothly and I was into Sequoia with my 8800 GT with root patches for Nvidia Tesla from OCLP. I revert the root patches and shut down to install the RX480. I power it on, the chime plays, and it gets stuck on a black screen with the Apple logo with a loading bar that eventually doesn't progress over half way. I tried to enable debug settings and to disable AMFI in OCLP. Looking around the internet, I haven't found any answers for which SIP may or may not help the situation. It seems like a root patching error because in the most recent update of OCLP, it says the AMD Polaris GPUs need a root patch in Sequoia.
