Is Thunderbolt 3 hotplug currently possible on laptops?

I'm finding incredibly conflicting info (and personal results) from research while continuing to tinker.

This guide claims it's possible, but the examples are for specific machines ( although I assume the patches would be universal to the thunderbolt controller and I just need proper pathing, but proper PCI pathing does not allow for new hotplug capabilities)

I am currently running a Dell 7391 2 in 1 with an i7-10510U with a titan ridge controller powering a single thunderbolt port that I would like to use for an HP Omen Accelerator.
