Why has Apple made macOS publicly available given its EULA?

I'm looking to run QEMU with macOS as the guest and linux as the host. Google searches turned up several projects that offer to download and spin up a macOS guest under various virtual machines without any iCloud sign-in or device authentication:

Are these projects downloading macOS from Apple? If so, given the macOS EULA (IIRC a user gets to install only one copy of macOS and only on Apple hardware), why does Apple allow public downloads of macOS? If not, why hasn't Apple taken down the sites providing macOS downloads?

I'm confused: I expected that getting macOS on QEMU would be a project (like getting macOS running on metal), but the projects above make it incredibly easy - so easy that I wonder why Apple hasn't put a stop to them...

Edit: macos-virtualbox appears to download macOS from swscan.apple.com and swcdn.apple.com
