USB 3 only works when plugged in during boot?

Ever since upgrading to Catalina, I've been getting a USB 3 issue. If I boot macOS with a USB 3 device plugged in, it shows up as a USB 3 device in System Information, and I get full speeds. If however, I plug in a USB 3 device after booting, it only shows up as a USB 2 device, and I get USB 2 speeds.

I see the same thing with USBMap; after booting, it shows up in SS05, but after re-connecting, it shows up in HS01.

This happens when using both mapped and unmapped configurations, and port limit patches don't do anything.

Does anyone know what's going on here?
