Waiting for Cascade Lake X, what's the effect of not having Quick Sync Video on encoding performance?

So I'm waiting for Cascade Lake X, the recently announced (almost) 50% cheaper HEDT Intel chips for X299 S2066. As HEDT they don't have Intel QSV, which is very useful on my current Ivy Bridge 3770K setup, for encoding all my video projects. So I'm thinking, maybe I'm better of buying something like an 9900K (with QSV). Will that improve my encoding time? Does it depend on the GPU I'm combining it with?
