Recommended BiOS settings cause GPU to stop working?

Working on this build for my husband:

MB: Gigabyte x299 Designare EX
CPU: Intel i9-9820x (Skylake refresh)
GPU: Nvidia 660 Ti (this PC is not for gaming so it just needs a GPU for the displays, I happened to still have the old one from my personal build)

It boots into Windows fine and all the hardware seems to be working. However, when I set up the BiOS following these guides:

and then save and reboot, the error LED for the GPU lights up and there's nothing on the display. I clear the BiOS settings via the CMOS reset to start over, Windows boots fine and the display is back. I boot to my Clover OSX install USB without adjusting the BiOS, it boots into the Clover bootloader, but when starting the install it just hangs on the white Apple logo. (photo of verbose mode)

I searched the MACH Reboot error and the FixHeaders option in my config is already checked.

Is there a reason the display stops working after configuring the BiOS? Is there something else I can try? What about the error when running the installer (if that’s not related to the BiOS to begin with…)? Any help would be great!
