kextd stall 240s AppleACPICPU or kext busy timeout when booting Mojave installer

I’m stumped and I have been looking online for a solution for 2 days now and can’t figure it out. I’m about to give up at this point. High Sierra would boot fine so I don’t understand what I could be doing wrong.
