Asus Prime Z390-A, Intel i7-8700K, MSI Radeon RX580, 16GB, OS 10.14.3. Two monitors: one DVI, and one HDMI.
The DVI only plugs into the GPU. The HDMI will plug into either the GPU or the motherboard.
If I start in safe mode, I get video on both monitors.
If I don't start in safe mode, I get no video.
BIOS has a switch for "primary display." Choices are Auto, CPU graphics, or PCIE.
With the HDMI cable plugged into either the motherboard or the GPU, with any of the three BIOS setting, verbose mode runs for a while, then I get a "HDMI Signal" notification from my monitor.
As a bonus, with the HDMI cable plugged into the GPU and the "CPU Graphics" BIOS setting, I get no video in BIOS either.
