(Continued) Internet works fine, then stalls

Issue My issue is that my new ASUS ROG Strix z390 Hackintosh's wired network will work fine and then immediately stall. This happens for both internet and local network activity. I've tried reinstalling, verifying that the IntelMausiEthernet kext is installed, verified that the correct hardware is present in the system report, and verified that the internet works without issue from the BIOS (downloaded firmware update without issue).

Idea There really aren't many issue reports similar to mine—most reports are for no working internet at all. I'm wondering if mine is due to some sort of power issue. For example, the internet starts working, immediately downloads several MB of data, then stalls to 56k modem speeds. I wonder if it's lacking power somehow? Has anyone heard of this being an issue? I've not had any traction getting feedback and this is my first vanilla Hackintosh build. I'm trying to do things right, but am tempted at this point to go back to Multibeast so that I can use the TonyMac forum to report issues (I tried reporting there and got a temporary ban for using non-tonymac method).
