Dell Latitude 5430 ( 2022) Cataline or Big sur

I have a Latitude 5430 with a Intel Core i5-1245U and 16 giga , 256 NVME and Intel UHD .I'm a beginner and i tried to configure a config.plist , but i have this screen :
