Are differences in TDP between K and non-K Intel processors really so large when not overclocking?

For a build upgrade I'm considering both the -KF and -F versions of the i9-13900 and i9-12900 CPUs.

I'm not interested in onboard graphics, however I'm interested in keeping consumption as low as possible as I only have an old 650W PSU and wattage estimation seems to indicate that I will exceed the threshold. Unfortunately, the price of the -F version (and generally of the base model of every generation) is much higher than the one of the K version, which makes me reconsider buying the -F version over the -KF.

Apparently the TDP of the i9-13900KF is almost double the one of i9-13900F. Are these values correct even when not considering overclocking and running in the base configuration? What would be the difference in power consumption for "normal usage" between the -KF and the -F versions?

The only thing that is keeping me from buying the base model is just the price...
