OpenDuetPkg `BOOT MISMATCH!` error

I'm trying to install macOS Catalina using OC 0.5.9 on my Dell OptiPlex 990 (i7 2600, RX570, non NVME SSD) and a part of the process is installing OpenDuetPkg due to having to do a legacy install and at the absolute start of the boot process, I keep getting a BOOT MISMATCH! error as a part of it.

I found in the actual documentation the description of this error which says that this error means that "Bootstrap partition signature identification failed. BDS code will try to lookup EFI/OC/OpenCore.efi on any partition in 3 seconds." But I honestly do not understand what this is saying. What does "Bootstrap partition signature identification" refer to?

Any ideas? There really isn't much info online except for that bit of documentation by vit9696.
