I've followed the AMD OSX Vanilla install guide to install Mojave, then upgraded to Catalina, and while everything was functional and snappy on Mojave, I seem to have lost Hardware Acceleration on Catalina. My specs are a Ryzen 2600, with an 8GB RX580, alongside 8GB of Ram, running on an X470 Motherboard. I've poked around online for possible solutions, bit most information I've found was pertaining to High Sierra, leading me to infer that it's not relevant, as it worked under Mojave. I've tested for Acceleration in both Cinebench, and VideoProc, which both only ran off CPU, and didn't even have the option to test/use GPU.
