iMessage not working for specific Apple ID

I've been experimenting with OSX as a VM on VMware. I've done several setups from scratch on 10.13 and 10.15. I've been following this guide to get a proper serial, ROM and MLB values. I have 2 Apple IDs currently, an old one I've been using as a backup and a new one I'm using as my primary account. On the old one I can sign into iMessage on my VMs and a real Mac with no issues. On the new one it seems I can only get it to work on a real Mac. If I try to sign into iMessage on the VM with the new Apple ID I get the "You cannot sign into iMessage on this Mac at this time" message telling me to contact support. If I close iMessage, re-open it, and sign in with the old Apple ID, without changing anything else, it works fine. As a last resort I did try contacting support but they kept insisting it was a software issue and wanted me to do a reinstall of OSX rather than just unlocking my account on their end. Is there anything else I can do at this point?
