RX560 cannot be activated under ESXI 6.7 Mojave passthrough

RX560 can be successfully activated in a bare metal hackintosh with clover, but in an virtualized Mojave under ESXI 6.7, it cannot be properly activated, it can be identified in system information as a RX560 when Lilu and Whatevergreen kext is installed. Then I tried Clover 4910 (choose boot from Clover install disk in EXSI BIOS) with the ATI injection and Radeon deinit option enabled, but still no success, by checking the boot log, there is below related information:
