Change of dynamic wallpaper. No settings are saved

Mojave.

I want to change the dynamic wallpaper.

I change it:

dynamic wallpaper picture (.heic) - Services - Set As Desktop Picture

Done.

Working great.

But after reboot back to default dynamic wallpapper Mojave.

No settings are saved.

How fix?
