Optimizing Power Management on 10th Gen Intel

I've had a relatively stable build for awhile, but decided to tackle power management once again, since I hear fan spinning while idle, as opposed to when I'm in windows where there is none.

The dortania guide bases the low power mode off the TDP-down frequency, which according to the intel ARK website, is 3.80 ghz. This value is rather high for a low power mode. I don't know if I'm misunderstanding, but the guide describes this value as what the cpu can comfortably idle at.

Does anyone have any resources to point me in the right direction to fix this issue?
