Can only start up after removing power?

Last post got flagged into oblivion by automod and is too old now for folks to see...

Mobo: ASUS AMD AM4 Pro WS X570-Ace CPU: AMD Ryzen 9 3900X GPU: Nvidia GTX 760 Install: OC 0.5.9 Vanilla, Fresh Install 10.14.6

Running into some strange shutdown / boot problems that I didn't have with Clover:

1) Tell computer to shutdown.
2) It will give a small post of info.
3) Computer will turn off (activity LED is off).

4) Press power button.
5) Computer will turn on (activity LED is on, solid).
6) Nothing shows on the screen, nothing actually happens.

7) Disconnect computer power source.
8) De-energize the computer (hold down the power button for ~10s).
9) Reconnect computer power source.

4) Press power button.
5) Computer will turn on (activity LED is on, solid).
6) Computer boots perfectly.

Sleep works fine.

An earlier install of OC at step 3 wouldn't turn off- everything would black out, but the activity LED wouldn't turn off. This stopped being a problem when I moved to a newer version of OC.

My first thought was the NVRAM, but the mobo still has a battery cell inside of it (which isn't dead).

Any thoughts would be greatly appreciated, thank you!
