Is it actually possible to create a bootable usb drive for Mac OS 10.14 or 10.15 without a MaC or and another apple terminal?

Hi, i am totally new here. I am the best description of what you people call a NOOB :)

So i receive a machine recently and want to use it like a mac-mini. Here is the config:

- Gigabyte Z370N WiFi

- 2x 8GB Corsair Vengeance LPX 2666MHz

- Intel Core i5 8600T, 6x 2,3GHz (3,7GHz Turbo, 35W TDP)

- Noctua NH-L9i Premium Low-profile CPU cooler

- Inter-Tech SY-500 Gehäuse inkl. 120W

- Broadcom BCM94360CS2 WiFi-AC + Bluetooth card

so first i made some researches for the config to make sure it is mac os friendly.

then i searched for the Bios conf for Gigabyte .

But i have no MAC AND KNOW HAVE NO RELATIVES WITH ONE (yes it is possible)

Is it actually possible to create a bootable usb drive for Mac OS 10.14 or 10.15 without a MaC or and another apple terminal? Directly from Windows or Kubuntu.
