New hackintosh build restarts itself at welcome screen. How can I fix it?

Brand new vanilla install of Mojave 10.14.6 just installed... On initial boot up on my SSD, after the installation, my computer is restarting itself after the welcome screen. I choose a country and keyboard, select my wifi network (or skip it) and then I'll get a grey screen for about 10 seconds before it reboots and the cycle repeats.

I've tried removing the wifi card kext, using different wifi card kext, I'm out of ideas. Any help would be appreciated.
