How to avoid boot problem after Catalina installation an maybe after SecUpdate installation

After first Catalina installation (like after Mojave installation) - i had to overwrite the
/S/L/UserEventPlugins/com.apple.telemetry.plugin
with that one from High Siera (Version 403.50.9), otherwise no boot possible.
