TB3 disconnects upon rebooting Ryzentosh

Setup:
CPU: Ryzen 3900X
GPU: Radeon RX580
MOBO: Asrock X570 Taichi
TB: ASRock TB3 AIC R2.0

Issue:

• I lose the thunderbolt function after I have shut my computer down and turned back on.

My fix:

• Turn the computer on without any devices connected to the thunderbolt 3 port and then shut the computer down >> plug in the thunderbolt 3 device and turn the computer on to see the thunderbolt 3 device is working.

Question:

• How can I get the thunderbolt 3 to register each time I shut the machine down and start it back up?
