Dell G5 5587 OpenCore Hackintosh CPU power management

I installed MacOS 1.15.7 Catalina on my Dell G5 15 5587 using OpenCore and everything is working. Audio is working fine from both my speaker and my headphone jack and my mic is working. I couldn't get bluetooth to work with the original Intel wireless card so I swapped it out with the one mentioned in my hardware and everything worked out of the box.

My only issue right now is power management. When I check the clock speed it's constantly running around 1.5 - 2.2 GHz even on battery (Turbo disabled). My battery life on MacOS is about an hour whereas on Windows it was about 4 hours. Even idle the laptop runs really hot, and it seems like it might be because my GTX 1060 is still on, but I have the -wegnoegpu argument in my config.plist so I don't know if that's the case.

I tried using CPUFriend and CPUFriendFriend, but whenever I installed the cpufrienddataprovider.kext to my efi and checked back in the the CPUFriendFriend.command it still says it's running at the values (0D, 80, 05) when I put in (08, 80, 09) when I generated the next.

I would really appreciate it if anyone could help me because everything is working great and I'm enjoying my Hackintosh aside from this issue.
