Back to recovery menu after selecting install disk

Asus ROG Zenith Extreme
1950x Threadripper
Samsung 970 NVME
AMD Radeon RX 5700 XT 50th Anniversary in 3rd PCIe slot (I have something else in first and can't swap since it's a water cooled setup....I'd rather not.)

I can get to the recovery menu/macOS Utilities, I can see the disk and I can select the disk to install to; problem is that it goes right back to the recovery menu/macOS Utilities after selecting the disk and hitting Install.

I tried with 2 NVME disks and a PCIe ssd from Intel - all perform the same and I don't know what else to try.
