I person think that by the time Apple formally drops support for x86, that we will have some other ARM based platform that someone will figure out how to get macOS running on. Don’t get me wrong, it’ll be hard, and Apple security at the hardware level will for sure play a role, but I can’t imagine that this is the end. Like running a VM of Apple on an Apple device might be enough of a requirement that it makes the system open enough to allow another ARM platform to run it. Also, the Mac Pro will have support pci cards, even if it’s running on ARM, so I can’t see a way where Hackintoshing does.
