Can't get bluetooth working on High Sierra?

Not too long ago my bluetooth was working fine, but I recently did a clean install of High Sierra - and ever since, my Bluetooth doesn't seem to be working, and I can't for the life of me figure out why, or what changed. I'm using the exact same hardware, config file, and I'm using the same USB Map kext I custom made for my previous install (and basically the same entire clover folder).

In the kext I have HS14 set to disabled, however it doesn't seem to be actually disabled - when I boot without my usb bluetooth dongle connected, the bluetooth pane is still showing up in preferences, saying it's discoverable as "xxx's iMac". I'm assuming this means the onboard bluetooth is still somehow enabled?

I have tried using a different bluetooth dongle, but this doesn't change anything. As far as I know, there's also no way to disable onboard bluetooth in the bios of Z390s.

What am I missing here?
