Cannot install without ensuring the file system is read-write Clover error

Im trying to run the Clover Install package but right after I put in my password to allow the root filesystem to be read-write. I've made sure my USB flash drive is formatted properly and i've enabled all permissions for the drive but it's still giving me this error not really sure where to go from here.
