Mojave upgrade hangs on reboot?

Motherboard: Gigabyte Aorus Z390I Pro Wifi

CPU: Intel i5 9600k

GPU: NVidia 1660ti

Install: Vanilla - using internet recovery. High Sierra.

First off - I know the GPU isn't supported. I read far enough to discover that web drivers for Mojave aren't available yet, but not quite far enough to discover that NO Turing GPUs are support in any version of macOS. Hence me installing High Sierra. I've been plugging into the onboard graphics, which is a pain since it required me futzing with the BIOS to get it to ignore the GPU, but everything works well - no graphical glitches, nice and smooth, hell even iCloud/iMessage is working. Since I can't use the dGPU anyways, I figured I might as well update to Mojave, and it seems like with a vanilla install I can just use the Mac App Store. I have the latest versions of Clover and the kexts, I did all of the downloads tonight.

The installer downloads fine, and starts up fine, but when it says it is time to reboot the system just hangs. The display cuts out, but the machine never actually powers down. I've left it for about 15 minutes, at the end of which I force-powered it off. Rebooting into macOS reveals no issues, but it also restarts the whole installation process from scratch. Any ideas on what might cause this?
