PC won't boot after installing BCM94360CS2 wireless card from ebay (macOS not even installed yet)

I've been running a Windows machine for several months with no issue, and wanted to try dualbooting a hackintosh. I ordered this wifi card (https://www.ebay.com/itm/282961128646) which is supposed to work out of the box. However, when I plug it into the motherboard, a red LED on the card turns on, and the CPU diagnostic light turns on as well on my Gigabyte Aorus Z390 Ultra, and the PC won't boot at all. Fans don't even turn or anything. If I remove the card, it boots fine. I even tried installing it while Windows was booted to see what would happen, and the PC shut off as soon as I put it in. I also tried installing it in a different slot and same thing. This is even before I've attempted to install macOS. Has anyone had experience with this particular card? Did I get a defective one?

  • i7 8700k
  • Gigabyte Z390 Aorus Ultra
  • GSkill 16GB RAM Ripjaws V 3000MHz
  • EVGA Geforce GTX 1070ti
  • EVGA 750W G1+ PSU
  • HP EX920 1 TB (for windows; I plan to repurpose an old Samsung 840 EVO for macOS)
