[Mojave, i7-7700] Hackintosh "sleeps", but CPU fans still run... also CPU running higher than usual

After upgrading from the App Store, my Hackintosh will go to sleep but, unlike it performed when it was running High Sierra, the fans still run and the lights still stay on.

This is a vanilla install.

config.plist settings * ACPI - FixIPIC, FixShutdown, FixHPET, FixHDA, FixRTC, FixTMR * Boot - dart = 0, darkwake=1 * SMBIOS - iMac18,3 i7700 Also, according to Intel Power Gadget I've noticed that my Frequency core has shot up since installing Mojave. While running High Sierra, I never peaked above 3.5, and now I'm constantly averaging 4.0 GHZ -- which is just completely odd since this is a machine primarily used for application development only.

If I do anything intensive, such as play Cities Skylines or do something in Illustrator or Photoshop, after exiting the program, the performance of the system also deteriorates. The mouse noticeably becomes "sticky".

Just wondering what I should fix or do to resolve this issue.
