Intel nuc8 build has UI flicker

I have a build running on a NUC8i7BEH1 which has: Intel Core i7-8559U processor Intel Iris Plus Graphics 655 256 GB SSD 16 GB DDR4 SO-DIMM DDR4 2400

The problem is that I see weird flicker UI effects. If I drag a window I see multiple copies of the toolbar, if I type into the terminal the history blinks as I type

This happens if my build is set to iMac 18,3. If I use a lower version the flicker does not happen.

I am lost at where to start looking into this. All I have found with google is a workaround of lowering iMac version but not a fix for working with 18,3
