MacOS Cannot Be Installed On Your Computer Error

I've spent an ungodly number of hours in the past few days trying to this vanilla install working. I'm just going to try to post a ton of information upfront sorry for the bulk.

Whenever I try to install macOS Mojave the installer says it only has 2 minutes remaining, then it goes for about 30 seconds and the computer restarts. Clover opens up I select the SSD. Tons of black text comes up then it goes to apple logo with loading bar. It loads through and I get the error "macOS cannot be installed on your computer" then it asks me to try again.

So I know that the only 2 minutes remaining when installing is unusual since on videos I've seen it normally is significantly longer.

My build:
Asrock Extreme 4 z87
4770k
EVGA GTX760
Intel 180gb SSD
Sandisk cruzer 16gb installer usb

I followed the instructions from Morgonaut's Youtube Video . So I have used haswell config.plist sample from /u/corpnewt's gitbook guide.

Clover configuration:
VboxHFS-64 ApfsDriverLoader-64
AptioMemoryFix-64
Clover UEFI
Install Clover on ESP

Things I've tried:
USBinjectall
Changing SMBIOS to 14,2
all USB ports on computer
unplugging front usb ports
USB3.0 portable SSD as install drive
update motherboard to latest firmware
recreate install media multiple times
